Upgraded Feature: Forums

We have upgraded our forum software. Now instead of just having a forum for each group, we can have separate forums that don’t rely on groups and still maintain the group forum feature. If you click on the forums link, you’ll notice that the forums look a lot different. They will look that way until we can get around to theming them to match the main site.
